Have you applied to an academic upgrading, english language instruction, or employment training program? The Government of Alberta offers financial support to help students complete their training goals.
Foundational Learning Assistance is a monthly payment you can apply for, based on your household’s need for money. It can help pay for:
- School costs like tuition, fees, books, and supplies
- Living costs like food, clothing, transportation, rent, and utility bills for full-time students
Funding depends on what is available from the Government of Alberta. Continuing students get priority, and the remaining funds are awarded to new students on a first-come, first-served basis.
How to apply for funding
Important information before you apply for funding
Make sure that you have:
- a verified Alberta.ca Account. Create your verified account.
- If you need help, contact the Alberta.ca Account team.
- your social insurance number
- an Alberta Student Number. Look up your number.
- banking information for direct deposit
1 Check if you are eligible
You may be eligible if you:

Are enrolled in one of the following NorQuest programs:
- Academic Upgrading (exception Online Anytime)
- English as an Additional Language
- Transitions to Employment
- are a Canadian Citizen, Permanent Resident, or Convention Refugee
- have limited financial resources
- have an Alberta address
Funding may be available for full-time or part-time studies.

2 Apply to your program
Apply to one of the eligible NorQuest College programs and complete your admission to NorQuest.

Note: If you have already applied and are enrolled in courses or if you are a continuing student, skip to the next step.
3 Make an appointment with a Readiness Advisor
Book a meeting with a Readiness Advisor by:
- Emailing our student advisor team;
- Calling 780.644.6000; or
- Dropping in to the Student Services Centre located in the main lobby of CELT, between 8:30 to 3:00 pm, Monday to Friday.
You will plan and document a learning goal, which is an essential component for your funding application.
Note: If you have already documented a learning goal with a Readiness Advisor, skip to the next step.
4 Complete the Funding Request form
- Check our website alert on the top of our webpage to see if funding is currently available.
- Fill out NorQuest’s Foundational Learning Assistance Request form linked on our alert.
- Click the Apply button at the bottom of the page.
- We will send an email to let you know that we have received your request form. This email will come from awards@norquest.ca
- Within four weeks you will receive a response from us confirming whether you are eligible to receive the full funding application.
If you are eligible and there is money available, NorQuest will confirm your enrolment in the Government of Alberta’s Foundational Learning Assistance Student Management System.
Note: This is the first step in the application process. Completing this step does not mean you’ve applied for funding. You must complete the next steps to complete your application.
This form will be available 8-10 weeks before the semester starts. We will post the exact date and time you can start filling out the form on our website.
5 Complete your application with the Government of Alberta
- Once they have received our confirmation of enrolment, The Government of Alberta will email you an application link to your NorQuest email address.
- Click on the link and complete the application within 30 days or your file will be closed, and you will not receive funding.
- If you need help with the application, contact the Foundational Learning and Skills Development Contact Centre.
Application dates for the Foundational Learning Assistance will be posted on this page as soon as it is available.
